Unlike its competitors, LQA brings a unique perspective to the construction administration process. In addition to technical construction expertise, Messrs. Gonczar and Moeller can relate to the construction process through their combined forty + (40) years of commercial real estate lending experience. They have been in your shoes and, therefore, have an excellent understanding of a loan officer’s documentation, audit, borrower relationship, and turnaround issues and concerns. For example, Gonczar’s and Moeller’s combined experience includes having managed in excess of $1.4 billion of construction loans, the underwriting and closing of an additional $2 billion in income producing property loans, and the resolution of over $5 billion in problem real estate loans covering forty-five (45) property types across forty-six (46) states, Canada, Mexico, Puerto Rico, and the District of Columbia. Since the inception of LQA, Gonczar and Moeller have been directly or indirectly involved in the project review process and/or the monitoring of the construction draw process for over six hundred (600) construction projects.

George D. Gonczar

As a co-founder of LQA, George oversees all commercial inspection and related services, and is responsible for LQA’s strategic direction and planning, supervision of all financial functions, and recruitment and qualification of LQA’s inspector base. George’s impressive background as a real estate and finance professional includes having served as a senior executive for several of the largest lending institutions in the country.  He functioned as a Regional Chief Credit Officer and Chief Operating Officer for PNC Bank, N.A., Chief Credit Officer for Fleet Bank’s $4 billion Bank of New England’s problem loan portfolio, and as the Manager of Bank Texas Group’s loan workout group.  George is a summa cum laude graduate from the University of Texas (MBA) and Grand Valley State University, (BBA), and is the responsible party for KMG Capital's Arizona Mortgage Broker license (LQA's sister company).

James M. Moeller 

As a co-founder of LQA in 1996, after a distinguished twenty (20) year banking career, Jim oversees all project plan review functions of LQA, and is also responsible for product development, marketing and strategic planning.  Jim’s vast commercial real estate experience includes various senior management positions & other positions of responsibility with PNC Bank, N.A. (Northeast PA), Bank of New England (Boston, MA), Western Savings & Loan Association (Phoenix, AZ), and Michigan National Bank (Detroit, MI).  In those positions he has managed Commercial Real Estate Lending & Administration functions, various real estate workout groups, and has developed extensive policies & procedures related, thereto, in addition to significant hands on experience.  Jim received his MBA from Oakland University and his BBA from Western Michigan University, and is a licensed Arizona Real Estate Broker (KMG Capital's designated broker).

Ron Smith, Chief Project Architect

Ron possesses over thirty (30) years of expertise in commercial and residential architecture and design, including construction observation. Ron's extensive architectural background in design spreads to various climates and areas of the country, including Mountain Resort Communities, Mid-Western plains, and the Southwestern region. Ron is responsible for review of the loan package plan and construction budget review. Ron has also been an instructor for Construction Document and Professional Practice Classes at the University level. Ron was the principal of his architecutral firm in Kansas, Colorado, and Arizona, and specialized in multi-family, single-family and commercial (primarily retail) design. Ron received his Bachelor of Architecture degree at Kansas State University, and has held professional licenses in several Western states.

Edward Tietje, Eastern Region Project Review Manager

As an important member of the LQA team since 1997, Ed is responsible for project cost control review, analysis, and inspector oversight for all projects in the Eastern U.S., including business development, preliminary environmental investigations, plan specifications, construction management, scheduling of work and budget control.   Ed’s professional experience includes completion of several hundred specific environmental projects, including Phase II/III environmental site assesments and numerious civil and structural engineering projects, including planning, preliminiary design, permitting, and construction management of large commercial, civil and industrial projects. Mr. Tietje has a multitude of experience in construction progeress inspections for commecial, industrial, and residential projects from ground breaking to completion including site work, mechanical, electrical, plumbing and structural detail. Ed keeps current with the NYS Uniform Fire Preventions and Building Code, BOCA and their relation to annual inspections for assembly spaces, private schools, and private schools and colleges. Ed received his Bachelor of Science in Civil and Structural Engineering from Geneva College in Beaver Falls, PA, and is currently studying to become certified in International Uniform Building Code.

Amy Loncar, Eastern Region Project Review

Amy has been a valued assed to LQA for several years, and has contributed as a Senior Inspector and Project Manager, performing hundreds of construction progress inspections for Lender's Quality Assurance. Amy has performed a multitude of construction progress inspections for LQA on multi-million dollar commercial construction projects throughout the Northeastern Region, including site-work, mechanical, electrical, plumbing and structural detail. Amy holds a Master's Degree in Structural Engineering from Temple State University and has been licensed as a Professional Engineer (P.E.) in the State of Pennsylvania since 1997.

Hal Shipley, Western Region Project Review

Hal brings over twenty(20) years combined experience as an Engineering Consultant and California Licensed General COntractor, with construction experience in commercial and residential projects. Mr. Shipley has over twenty-five (25) years in commercial, industrial, and residential inspections, and is a Senior Designated Certified Construction Inspecter as classified by the Association of Construction Inspectors. He also holds a Certificate in Construction Supervision & Inspection from the Consumnes River College. Hal received a Certificate in Earthquake Safety Inspection from the American Institute of Inspectors, and is a past member of the National Society of Professional Engineers and of the International COnference of Building Officials. Hal has served as expert witness in several California and Nevada Superior Courts, has arbitrated disputes between owners and contractors, and assisted the California State Contractor's License Test. Hal received his Bachelor of Science Degree in Construction Engineering from the University of California, Sacramento.
